    I thought so as well, but when I looked into it, the head to head doesn't matter at all in draft order. It's just strength of schedule. The Jets SoS was .517 and the Steelers was .476, so the Steelers would pick earlier based on the assumption that they lost the same amount to an easier schedule (that's really moot anyway, because the Jets are losing.)
