Get yourself a version of photoshop. Check out tutorials on Photoshop like www.pixel2life.com. Join some Gfx boards.
paint shop pro 7, photo explosion, adobe photoshop, etc. can all be had off ebay for relatively cheap if watch for them to come up. Once you get a program you'll be glad you did, plus you can not only use it for sigs and banners but also for letterheads, business cards, greeting cards, printing and creating lables, webpages, etc.
My wife and I got ours free Paint Shop Pro 7 from a links group we are in. It sure is nice to know some peeps that love to share their software

Prosdo made a great point. Graphix message boards are a great resource for learning tips and finding how to's on using software.
Best part is there are tons of them. You can get ideas and a lot of them do tutorials as well.
