Just checking out some recent tweets from TribLive and Kaboly mentioned that the Steelers have allotted $5.13 million in cap space to sign their rookies for this year. Total value of those deals can't exceed more than $28.25 million.

David DeCastro will get a 4 yr. deal with a 5th year option that the team can pick up if they choose too. The rest of the draft picks will all sign 4 yr. deals. Undrafted free agent players will all get 3 yr. deals.

Can't we sign DeCastro for like 12 years now?

You can sign him for like $12.00 with the new rookie salary cap  2 years ago he'd have a new contract double than what he'll make now.

DeCastro wil probably get something in the neighborhood of 4 years 14-16 million if he's lucky.

Nope the Decastro deal won't be worth more then a little over 8mil. I heard that on the Joe B show on 970 espn. Last year Cam jordan signed for something like 7.7mil which means this years 24 will get a slight up in the money but not much.
